Elon seems to be either misunderstanding how yields are determined or confusing coupon rates with yields. Yields (yield to maturity) are the rates at which market prices equal the present value of future cash flows so yields are going to fluctuate as market prices fluctuate. https://www.investopedia.com/terms/y/yieldtomaturity.asp
