At 24C, it needs a pressure of 22.4 Torr or 0.43 PSI http://www.wiredchemist.com/chemistry/data/vapor-pressure Easy to disprove the assertion in the video. Turn the syringe the other way up and repeat the experiment. you won't see the same bubbles.
