The U.S. Government reports inflation data on a year-over-year rate: https://www.bls.gov/cpi/. This is what the press subsequently reports. Cherry-picking an alternate interval to paint a most-favorable picture and then mathematically extrapolating it to an annualized rate is not standard practice.
