While the study did observe an increase in cerebral clots from COVID-19 vaccines, it was lower than the clotting from actual infection. The other study supporting that conclusion is preprint and found the relative risk of infection was as little as 1.5 to 4 (lower end of CI) https://www.ox.ac.uk/news/2021-04-15-risk-rare-blood-clotting-higher-covid-19-vaccines
