Original Note:
Local elections officials have as much as three weeks to certify an election. In California, officials have 37 days. Absentee, mailed and provisional ballots cannot all be counted election night, in part due to some state laws. Recounts also delay final results. https://www.ncsl.org/research/elections-and-campaigns/after-the-voting-ends-the-steps-to-complete-an-election.aspx#map https://ballotpedia.org/State_Election_Result_Canvassing#California https://bipartisanpolicy.org/blog/state-election-results/
