There are 5 types of passports issued by USDOS; all US citizens can have at least 2- a reg pp and a pp card. There are 3 other types given to gov’t officials, diplomats, or contractors; so theoretically, someone like a high level official can have 3 at a time. https://www.law.cornell.edu/cfr/text/22/51.3
