According to the US Bureau of Labor Statistics the change in the Consumer Price Index for JULY was 0% which is exactly what President Biden stated. The 8.5% rate that other comments are referencing is the 12 month total change in CPI, not the July rate (which was 0) https://www.bls.gov/news.release/cpi.nr0.htm
