It is likely that Cornyn is challenging Obama saying that precedent should never be overturned, because Brown v Board overturned precedent from Plessy. https://www.history.com/.amp/topics/black-history/brown-v-board-of-education-of-topeka He's more likely saying Obama is a hypocrite if he'd want Plessy overturned but not Roe than that he wants Brown overturned.
