While probably true per other contributor that AHI could encompass other things, the term is used for Havana Syndrome & that's pretty clearly the intended meaning here. See eg https://thehill.com/opinion/national-security/564596-havana-syndrome-is-it-safe-to-serve Whether Havana Syndrome is a real thing or not, there's little doubt it's what officials meant here.
