In the AC franchise (and most open world games) you cannot kill traders on the map, which have a different purpose than random NPCs. Also, as many reviewers have already confirmed, Shadows has a desync warning for trying to kill too many civilians, just like the old games. https://imgur.com/J2ukV1F
