高等教育就学支援制度の対象になる為には学習意欲が必要です。学習意欲の基準については、以下の文科省HPのリンク先に記載されています。 https://www.mext.go.jp/a_menu/koutou/hutankeigen/1422373.htm 勉強においてある程度以上の成績を残さないと支援は受けられません。従って、「放送大学やボーダーフリーの大学は簡単に入学できるから、無料で高齢者が大学にたむろする」かのような表現は不適切です。高齢者であっても真面目に勉強しないと就学支援（大学無償化）は受けられません。
