The paper doesn’t say this. This is a misrepresentation of the claims that sea ice decline for Antarctica slows then increases. It’s still declining. Even the rate of decline in the Arctic has “levelled” but this still means it’s still declining just not faster than before. https://doi.org/10.5194/tc-18-2141-2024
