Yes they do. In 2023 there were 2.8m libraries worldwide, with 412,328 public libraries. The International Federation of Library Associations and Institutions (IFLA) shows many of these are in developing nations. https://librarymap.ifla.org/ There's no evidence that these libraries exclude all fiction.
