File Explorer doesn't "break", it reverts to the W7 UI. This only occurs when Recall is removed by modifying an ISO. Similar tweaks will often break a Windows installation. Disabling Recall using the correct method via the "Windows Features" page doesn't change File Explorer. https://github.com/ChrisTitusTech/winutil/issues/2697
