It is inaccurate to use the U3 value of 3.6%. In 1994 the Bureau of Labor and Statistics (BLS) changed its unemployment calculation method. The appropriate comparison for pre 1994 data is the BLS U6 which was at 6.6% in February-making it a 32 year low.
