Whilst it is correct that the UK doesn't not have a codified constitution, linking this to the ability to hold referenda is false. Ireland has a written constitution and holds regular referenda, including on EU treaties. https://www.theguardian.com/world/2009/oct/03/ireland-votes-yes-lisbon-treaty
