The Brandenburg test doesn’t apply to Twitter. It’s a test written for the court of law; Twitter can have its own definition for inciting violence, and it’s own tests. https://help.twitter.com/en/rules-and-policies/violent-threats-glorification Based on the policy, glorification of violence is included too, which wouldn’t pass the Brandenburg test.
