If the attack was on n fact from a set of IPs from one single country, a simple geo-block would have solved the issue by n a few minutes. Then different sets of ip would be unblocked in phases in that geolocation filtering out the good IPs. https://en.m.wikipedia.org/wiki/Denial-of-service_attack
