Richtig ist wohl das viele Kommunen ihre Hebesätze auf Basis der alten Meßbeträge für 2025 erhöht haben. Dieses geschah in den Satzungen. Um die von Gesetzgeber(Bund) verkündete Aufkommensneutralität zu gewährleisten müssen Kommunen die Hebesätze noch anpassen.
