The Canada Post Corporation Act s. 14 (1) gives Canada Post a monopoly on lettermail. Canada Post also maintains a monopoly on shipping to postal boxes. https://lois-laws.justice.gc.ca/eng/acts/C-10/FullText.html The OP clearly referenced the monopoly on delivering to PO boxes, which private companies cannot do.
