I love to bash Rumsfield as much as the next person, but let's stick to facts. Rumsfield was referring to a report issued over a year earlier ( https://media.defense.gov/2000/Feb/25/2001715708/-1/-1/1/00-091.pdf ) regarding outdated accounting software.
