Tiangong is certainly more modern, considering the design of the ISS started in 1988. But, the ISS has 388 m³ of habitable volume, whilst the Tiangiong space station has 122 m³. Total pressurized volume is also bigger on the ISS (1,005 m³ vs 340 m³) https://en.wikipedia.org/wiki/International_Space_Station https://en.wikipedia.org/wiki/Tiangong_space_station
