Whoever wrote that silly note: It is the fundamental bedrock of English law that Parliament is sovereign. Even the courts will not override an Act of Parliament. There is no "separation of powers" between the legislative & executive - the EXECUTIVE (Cabinet) SITS IN PARLIAMENT.
