ロケットと弾道ミサイルの技術は同等ですが、日本を狙う弾道ミサイルはロフテッド軌道で打ち上げられ、北朝鮮から静止衛星を打ち上げる軌道とは方向も角度も違います。国連がミサイル発射と過去に発表したからと言って、今回のものが弾道ミサイルだと断定するのは早計で、尚且つ、衛星打ち上げは気象条件に大きく左右されるため1時間前後の誤差は当たり前に存在します。このような確認できないものを弾道ミサイルと断定しあらぬ混乱を招く事は、有事の際の疑心暗鬼に繋がります。政府の発表としてはお粗末と言うしかないですね。
