Article 19 of the Geneva Convention states that the protection normally afforded to hospitals may "cease" if those hospitals are used "outside of their humanitarian duties" to commit "acts harmful to the enemy" and if "warning has been given". https://ihl-databases.icrc.org/en/ihl-treaties/gciv-1949/article-19
