Congress passed the WARN act in 2006 which led to the creation of Wireless Emergency Alerts (WEA). All the major cell phone providers participate in WEA on a voluntary basis. This is not the first test FEMA or other agencies have done on a national scale. https://www.fema.gov/press-release/20231003/fema-and-fcc-plan-nationwide-emergency-alert-test-oct-4-test-messages-will https://www.fema.gov/emergency-managers/practitioners/integrated-public-alert-warning-system/public/wireless-emergency-alerts https://www.commerce.senate.gov/2006/5/chairman-stevens-urges-congress-to-pass-warn-act

Tweet embedding is no longer reliably available, due to the platform's instability (in terms of both technology and policy). If the Tweet still exists, you can view it here: https://twitter.com/foo_bar/status/1708899241047769258

Please note, though, that you may need to have your own Twitter account to access that page. I am currently exploring options for archiving Tweet data in a post-API context.
