Apple did not remove the ringtones from iOS 17.1. The new ringtones are only missing because iOS 17.1 Beta 1 was built before Apple released the new ringtones in the iOS 17 release candidate. The missing ringtones will likely be added in a future release of the iOS 17.1 beta.
