Comparing General Mobilisation to a militia is misleading. Essential industries (eg teaching, agriculture) are still exempt under Ukrainian law. Mobilisation orders from WW2 followed extremely similar lines: https://en.wikipedia.org/wiki/National_Service_(Armed_Forces)_Act_1939 https://en.wikipedia.org/wiki/Selective_Training_and_Service_Act_of_1940 Groups like the Volkstürm and Home Guard were purely defensive.
