It is already the law. According to the atf sales across state lines have to comply with both states laws for long guns and handguns have to go through ffls which are beholden to the states laws they reside in. https://www.atf.gov/firearms/qa/may-licensee-sell-firearm-nonlicensee-who-resident-another-state
