This is incorrect. Apple are unable to unlock iPhones. All data must be erased if the user has forgotten the passcode. https://support.apple.com/en-gb/HT204306 This is true for Samsung phones unless a remote unlock system has been set up in advance. https://www.samsung.com/uk/support/mobile-devices/i-cant-unlock-my-device/ The make and model of the phone in question is also not known.
