Logically, for all gov spending to be taxation, then the 1st $ the gov spent was taken in tax from a citizen. Where did the citizen get that $? In truth, the gov created that $ out of thin air and spent it, buying work/services. The worker then returns part of that $ in tax. https://en.m.wikipedia.org/wiki/Modern_monetary_theory
