Incorrect, There have been 5 proposals to a two state solution. https://www.britannica.com/topic/two-state-solution However the parties never managed to come to an agreement. Breaking points include control of fertile ground and Jeruzalem. As wel as control for security reasons for israel / amount of autonomy for Palestine.
