The Ukrainian constitution prohibits elections being held during wartime: https://visitukraine.today/blog/2863/will-there-be-presidential-elections-in-ukraine-in-2024-and-who-can-become-a-candidate This is in line with other democracies also suspending elections during wartime, such as the UK during WWII: https://en.m.wikipedia.org/wiki/Churchill_war_ministry There are also no credible reports of Ukraine being on the verge of surrender.
