Ukraine, at the time of these photos, was part of the USSR, and thus, the people in these pictures were soviet, just like Russia used to be. There is also no indication Ukraine bases it's governmental structure on that of the nazi regime in Germany 1930s to 1945. https://en.m.wikipedia.org/wiki/Government_of_Ukraine
