The definition of abortion in Ohio law excludes removing a dead embryo or fetus, and has since September of 1974. See: https://codes.ohio.gov/ohio-revised-code/section-2919.11 The Ohio "Heartbeat Bill" could not have been reasonably construed to apply to this type of removal procedure, as it also allows for medical emergency.
